This is my speech in our English class for our debate that focus on random drug testing for high school students and mainly about the positive benefits of it.
Beneficiallity
This side of the house believes that random drug testing should be implemented. As my first and second speaker told you and prove to you that random drug testing is a must be implemented law or decree. According to section 36 article III of R.A. 9165 drug testing of secondary students only aims to determine the prevalence of drug users among students and facilitate the rehabilitation of drug users and dependents. Once you start using drugs it’s harder for them (the users) to break their addiction. With many employers drug testing is very important to a kid’s future not to use drugs. Drug use is responsible for many crimes. It’s worth the inconvenience for all our future.
What are the different benefits of this drug test?
• To identify youth who recently used illicit drugs. •
To request further alcohol and other drug assessments.
• To make recommendations for court dispositions.
• To notify parents of a youth’s drug involvement.
• To develop treatment plans for youth.
• To make referrals to appropriate treatment agencies.
1st argument: Validity of results
No results will be tampered. According to Deped order No.7 the laboratory shall follow the DOH prescribed guidelines in collection of urine specimens. Universal precautions shall be observed at all times. DOH prescribed guidelines shall be posted in strategic place and visible areas of the school. A monitor is assigned to ensure the integrity of the collection process. It will be performed on a accredited laboratory.
What if result turns out to be positive?
Another drug test will be conducted and in the same manner as the first drug testing.
2nd argument: Confidentiality of the results
In accordance with the Deped order the drug testing program shall guarantee and respect the personal privacy and dignity of the student and it must be treated with the out most confidentiality. The test results shall not be used in any criminal proceeding. In case the test results are positive, the drug testing coordinator shall inform both the parent concerned so that a confirmatory test shall be conducted.
Interpellation:
Ms. Speaker do you want to live in a drug free society? Then we must conduct this drug test because is the only why we could save the future of young people who use it. We must do something act now to prevent it. We must help them through drug rehabilitation. I know that you are not in their side and you do want to change this society and help save the future of these kids? Start deciding now; by this program we can help rebuild their shattered dreams.
